With reference to my despatch No.183 of the

27th October, I have the honour to enclose a trans-

lation of a letter from the Commissioner for Foreign

Affairs presenting a claim for $572,452 for damage

done to the villages of Taipinghu and Fulai as a

result of the punitive expedition undertaken by the

Navy after the piracy of the s.s. "Kochow". Fulai

is the village referred to as Shekki in the naval

reports enclosed with my despatch No.154 of the

6th September.

The only comment I have to make on this

letter is that if the Canton authorities have sufficient

control over these villages to conduct a detailed

examination into the losses which they have suffered,

they should be in a position to prevent them

from being used as a base for the numerous piratical

attacks which have been made from them in recent

months.

I have already sent a lengthy reply to

previous protests on this subject (please see

enclosure (c) in my despatch No.183) and I do
